The proposed enquiry, however impracticable in point
of fect, appears at first sight ressonable. It is to be expected therefore that if the suggestion were met by inmediate categorical refusal the result would be a renewal of world- wide anti-British propaganda end a campaign of abuse directed against His Majesty's Government both at home and abroad. The importance of this danger can of course better be judged by His Majesty's Government then by the Hong Kong Government. But from a local point of view the dangers of refusal fre less than the dangers of acceptance and this would be so even if Cantonese consented on promise of enquiry to remove boycott. In no event could proposal be accepted that terms for settlement of boycott should be decided by commission of enquiry.
In the opinion of the Hong Kong deletes it is not necessary to return an immediete answer to the enquiry. They consider that there are advantages in delay since it can be seen how the military situation develops end he chances are that the Canton Goverment will reveal their true attitude.
If the proposed commission is refused by His Majesty's Government the terms of the refusel would doubtless be such as to meke it clear (a) that in view of Centon statement in (1) above the proposed commission would not provide e solution for the boycott problem end (b) that no request has hitherto been mede for an enquiry into the Shaneen incident, the line being taken that while His Majesty's Government would have ledly egreed to such en enquiry if asked for a year ago no genuine enquiry is possible at this date in view of dispersal of
witnesses and inevitable decrease in value of the testimony.
I suggest that counter-proposals on the following
lines should be made. The Centon Government to a ree to
immediate cessation of boycott end of all anti-British
manifestations
